Water System Operator

An Operator performs skilled, technical tasks, necessary for the daily operation and maintenance of the water system including distribution and treatment facilities. An Operator must have or be able to obtain certification by the Pennsylvania Department of Environmental Protection (PA DEP) and is entrusted with ensuring compliance environmental and public health regulations. An Operator works under the direction of the Operations Supervisor, with senior oversight by the Operations Manager. The position requires moderate to heavy physical labor, in cold, hot, wet, indoor and outdoor environments, including nights and weekends as needed or as necessary for emergency repair or operations activities.

Individuals hired into this role will operate the Authority's water distribution, production, and treatment equipment ensuring water quality compliance during operations and maintenance activities, perform water quality and water operations tests, and provide technical support to an assigned supervisor.


Primary Duties:

  • Operate EAWA-owned equipment and vehicles.
  • Gather, perform, and report on laboratory - water test samples.
  • Ability to work well independently or with co-workers.
  • Demonstrate courteous and prompt customer service.
  • Ensure that chemical treatment and chlorination to systems is maintained.
  • Reading, recording and repairing all gauges and charts.
  • Identify and repair broken mains, meters, and values during regular, evening, and weekend hours.
  • Walk for extensive periods to undertake meters readings.
  • Monitor gauges / levels of all wells, reservoir, clearwell and storage towers to ensure adequate system pressure and supply.
  • Receive and respond to PA One Call information.
  • Perform other work as required.

Typical Qualifications, Education and Skills:

  • High school graduate, or General Educational Development; or four (4) or more years of professional construction, and especially plumbing, experience.
  • General ability to use a PC, smartphone, tablet and relates software and applications.
  • Experience using construction equipment or the ability to learn the operation of a backhoe, front-end loader, dump-truck, and related heavy equipment and vehicles.
  • Able to routinely perform manual labor during adverse weather conditions, including the ability to lift and carry 50 lbs for more than 50 yards, and climb in and out of manholes / trenches.
  • Able to stand for extended periods and to traverse hilly & rough terrain to access and inspect various facilities.
  • Have or be able to obtain Pennsylvania Water Certification Class B, E with subclasses #6-10, and #12.
  • Must have a general driver's license, and be willing to obtain a CDL within 24 months of hire.
