The Chief Deputy Director of the Virginia Department of Environmental Quality (DEQ) shall report directly to the Director. This is a political appointee position with a term ending in January of 2026 unless re-appointed by a succeeding administration. Retired Colonel or Lieutenant Colonel preferred.
The primary duties shall be helping our career staff make transformative change in the following areas:
- Human Resources, Training and Certifications
- Develop a system to maintain pay equity (including Regional Pay Δ)
- Develop both management and technical employment tracks.
- Improve recruiting outreach.
- Speed up and track outcomes in the hiring process.
- Expand training and certification programs to improve DEQ staff ability and outside (municipal and private) customers of DEQ to improve the permit review process.
- Expand our internship program to at least 7.5% of staff level to create a cadre of incoming talent (rotations, training, and mentorship).
- Create succession plans as high-level staff will "age out" rapidly.
- Improve knowledge transfer.
- Resource Management and Performance Expectations
- Introduce more consulting-like time setting/tracking (i.e. time = money) into agency management and practices.
- Develop time allotment tools & practices to match agency responsibilities to resources (e.g. setting # hrs./widget, program, project, service, etc.).
- Develop time tracking tools for project/product management at staff level (e.g. expanded OTL codes).
- In concert with items i and ii, develop objective and measurable performance expectations for staff.
- Introduce more consulting-like time setting/tracking (i.e. time = money) into agency management and practices.
- Budgeting
- Support director of Administration in improving the budgeting system that is timed to State schedules and linked to:
- Staffing
- Outsourced Support
- Outsourced Projects
- Acquisitions of Equipment or Software
- Grants
- Assist in the development of infrastructure funding needs to support policy initiatives of this administration. This may include fee analysis, general fund needs, and grant procurement.
- Support director of Administration in improving the budgeting system that is timed to State schedules and linked to:
- Purchasing
- Determine methods to improve the process to reduce workload
- Develop tracking system from staff need ID to signed contract/P.O.
Additionally, the Chief Deputy will assist the Director as needed and be able to replace the Director if calamity strikes.
