Position Summary: The overall purpose of this job is to facilitate institutional effectiveness processes, college-wide assessment, and strategic planning and to perform duties of SACSCOC liaison. The position assists administration, department leaders, program coordinators and faculty/staff with decision-making by providing meaningful college data and coordinating in-depth research studies. The position works cooperatively with all college departments and divisions to provide data to support department processes and decision making, accreditation reporting, annual assessments, and state and federal reporting.
Essential Functions:
25% Facilitate, oversee, and manage the development and implementation of institutional planning efforts, including strategic planning and annual planning. Devise innovative strategies, policies and/or programs for goal attainment and process improvements to reach established academic and educational objectives and institutional goals.
25% Oversee all institutional and programmatic accreditation efforts to ensure continued accreditation. Serves as the SACSCOC liaison. Collaborates with administration, staff and faculty to ensure the implementation and adherence to policies related to the Principles of Accreditation as defined by SACSCOC, including academic credentialing. Primary responsibility for all SACSCOC reporting.
15% Facilitate and oversee college-wide academic and non-academic assessment, including program reviews/academic audits, quality assurance funding, state and federal reporting, student perception of faculty, and all internal survey research. Provide support for administration, faculty and staff assessment and effectiveness.
15% Oversee the development of methods to democratize data, providing annual program data to faculty, department leaders, and senior staff. Provide data to address enrollment and retention of students and to draw conclusions and/or make recommendations for process improvement along with identifying program irregularities.
15% Assess, develop and create policies and procedures for Institutional Research, to include assisting colleagues in defining the questions they are trying to answer and assisting in interpretation of results..
5% Participate in college decision-making and serve on councils and committees, as assigned, including Senior Staff. Serve as Chair of the Institutional Review Board. Perform department leadership functions by managing approved operational budget, supervising staff, and providing direction and support of institutional effectiveness.

Job Requirements:
· Master of Science in Education/Higher Education/Research Methodology or in an academic discipline. Doctorate degree preferred.
- Five years of experience in higher education setting, including experience in institutional effectiveness and assessment of educational outcomes.
Part-time work experience is calculated at 50% credit of full-time work experience.

Complexity & Creativity: The position is dependent on analytical, technical, and creative thinking skills. There are many aspects to the work being conducted in the department. There has to be a basic understanding of data analysis and the operations of the information management system, but the actual complexity relates more to the ability to communicate the data and to collaborate on strategic planning and implementation. Also requires working with academic and non-academic departments regarding valid and actionable assessment and bridging the communication between the leadership and the people conducting the work. Additional complexity comes in the form of ensuring the continued accreditation of programs and the institution. SACSCOC liaison requires both breadth and depth of understanding required principles and identifying and implementing process to ensure compliance.
Magnitude of Impact: This office is responsible for many activities which are required for state funding and accreditation. Failure to do the job well could result in loss of funding and loss of accreditation. External reporting to IPEDS is directly linked to continued ability of the college to receive federal financial aid and deadlines must be met. Most of the identified work is long-term and ongoing. Very few work items are ever completed. Failure to meet a deadline is identified very quickly by the external agencies; however, failure to assist the college in staying compliant with regional accreditation may only be discovered during the five and ten year reporting cycles. Failure to comply on any of the items would require the intervention of the president of the college.
Responsibility for Accuracy: The office of IEAP is dependent on the ability to develop a culture of inquiry and establishment of confidence in the data reports available. The most severe errors would relate to external reporting and failure to comply with accreditation standards. Regular reviews by the senior staff and interactions with the academic leadership are established in order to verify the quality of the work being produced.
Financial Impact: The position has minimal impact on material assets beyond working with departments to develop budget requests in line with strategic planning goals.
Budgetary: Holds budgetary responsibility for managing the department budget. Has input into budget requests for the department. The budget for IE is approximately $300,000 including payroll and operations. The IE department also holds budgetary responsibility for the Achieving the Dream budget.
Judgement and Decisions: Employee decides on department processes and work assignments. Has responsibility for working with others to establish priorities for reporting. Employee decisions regarding major changes in processes is discussed with VPs and President.
Nature of Contacts: The executive director works closely with the president, vice presidents, assistant vice presidents, academic and campus deans and program/department directors and coordinators. There is ongoing collaboration with the director of Curriculum and New Programs. The majority of the interactions are related to persuading, negotiating and resolving conflicts. Externally, the executive director communicates regularly with THEC, TBR (governing bodies), and SACSCOC.
Physical Demands: The job requires sitting for long intervals and minimal lifting. There is occasional travel to other campuses, TBR, and conferences.
