POSITION DETAILS
Founded in 1971 in Long Island City, Queens, LaGuardia Community College is one of seven community colleges of the City University of New York/CUNY. In 2019, LaGuardia served over 30,000 students in pre-college, associate degree, and continuing education programs. Major areas of study include Health Sciences, STEM, Business and Technology, and Liberal Arts. Consistent with the diversity of Queens, 56 percent of LaGuardia students are born outside of the United States. More than half are first-generation college students. Sixty-nine percent live in Queens; the rest come from Brooklyn and beyond. Virtually all LaGuardia students are ethnic minorities (88 percent), 58 percent are women, and 31 percent are over the age of 25. Forty-eight percent of LaGuardia students are Hispanic, making the college a Hispanic-Serving Institution (HSI). Sixty-six percent of LaGuardia students receive financial aid. Slightly less than half attend part-time, often because they need to work to support their families. LaGuardia ranked fifth among U.S. community colleges in economic mobility – moving low-income students into the middle class and beyond – in a 2017 Stanford University study. Reporting directly to the Director of Procurement, the Deputy Director of Procurement assists the Director in overseeing departmental business operations of the office. Specific duties include, but are not limited to:
- Develops operational business practices and policies in collaboration with the Director; assists with setting departmental strategic goals; evaluates office operations and recommends and implements improvements;
- Creates training and instructional materials for use by Purchasing and other departments; developing, managing and administering training programs to instruct and guide departments campus wide in proper usage of purchasing related processes;
- Develops and manages CUNYfirst work-flow and modules, policies and procedures for the college;
- Advises and guides department heads through the procurement processes, ensuring procedures are in accordance with New York State Purchasing Laws and CUNY Guidelines;
- Leads, manages and supervises departmental staff;
- Represents the College Finance and Business Office on purchasing and contract matters with college department heads, faculty and administrative directors, providing expertise and guidance that is in the best interests of the college while serving the needs of the department(s);
- Manages the Board Resolution process for applicants’ contracts and purchases in excess of mandated amounts. This includes drafting all resolutions, meeting CUNY calendar deadlines and interfacing with CUNY liaisons in the University Accounting Office and Legal Affairs/Contract Division in all phases of the resolution process;
- Manages the preparation of reports to the Executive Director of Finance and Business on department operations as required.
- Assumes full responsibilities of the office in the absence of the Director.
This position is based in Queens, NY.
Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. QUALIFICATIONS
Bachelor's Degree and six years' related experience required.
PREFERRED QUALIFICATIONS
- Extensive experience in procurement highly preferred.
- Excellent written and verbal communication skills.
- Ability to work in a team-based environment and ability to manage multiple projects while paying attention to detail.
- Proficiency with Microsoft Office software (Word, Excel, Access, PowerPoint) preferred.
- Proficiency in NYC FMS system.
- Proficiency in CUNYfirst system.
- Knowledge of CUNYBuy Marketplace system
