EMPLOYMENT OPPORTUNITY  -Port Captain


Position Summary: We are looking for a qualified and experienced individual to join our Marine Services Department who will under the general direction of the Marine Services Director, oversee the day-to-day coordination of the passenger-only ferry operations for Kitsap Transit’s Marine Services department, with a focus on required vessel crew training/drills, qualifications, assignments and development, as well as regulatory and procedural compliance with applicable standards governing the vessel, associated equipment, operating practices and crew.


Characteristic Duties and Responsibilities are as follows:
Directly supports the Marine Services Department’s broad goals to provide and oversee safe, secure, reliable, regulatory compliant, environmentally sound, cost-effective, and customer-friendly passenger-only ferry services. In this regard, this position’s duties and responsibilities include the following:
Oversee and coordinate daily ferry operations, through direct, hands-on monitoring of all aspects of vessel operations for multiple routes, employing several vessel classes, and operating out of multiple KT-operated and non-KT-operated facilities.

Ensure service quality, safety, reliability, and schedule adherence, including proper fare collection and revenue security, coordination of supply or discharge of vessel operating fluids, assurance of vessel seaworthiness, and establishment/monitoring of applicable route-specific navigational protocols such as those for departing, arriving and transiting though Rich Passage.


Supervise the performance of vessel crew in the conduct of day-to-day vessel operations occurring on regular and split shifts, including the management of viable on-call/relief employee pool(s).


In coordination with the Marine Services Director, establish crew performance standards and expectations, conduct performance appraisals, participate in hiring and promotion decisions, foster positive crew-management relationships and initiate necessary disciplinary actions, as necessary.


Assist the Marine Services Supervisor with implementing and revising crew watch schedules and all other marine aspects of staffing, development and management such as monitoring for required routine and periodic training and ensuring that all crew have proper credentials and qualifications. Biweekly review and approval of crew payroll.


Enforce and improve existing programs, and develop new programs, policies and procedures to ensure operational compliance with the full range of maritime, environmental, safety, security, and related local, state and federal regulations.


Monitor the conduct and documentation of applicable fire, safety, and security drills, as well as crew checks and testing of applicable safety and lifesaving equipment at required intervals. Schedule and conduct US Coast Guard and safety equipment inspections to ensure compliance with requisite regulatory mandates.


Facilitate and monitor the timely and accurate submission of required reports of injuries and/or property damage occurring aboard the vessel, vessel inspection reports, passenger count sheets and other required paperwork submitted by the crews to management and/or the US Coast Guard.


Reinforce procedures for prompt, courteous, and professional customer service at all times, including assurance that all public announcements are made in a consistent and professional manner, crews adhere to the agency’s uniform policy and professional decorum, and vessel cleanliness is maintained.


Follow applicable security plan protocols and coordinate with security partners as necessary to ensure security measures relevant to the current MARSEC Level are maintained.


Ensure the consistent and proper use of onboard safety equipment along with applicable personal protective equipment.

Establish and manage a crew qualification process that ensures that crewmembers obtain and maintain the requisite professional familiarization and development required for the position they will be, or are, entrusted.
Perform requisite familiarization and training to be prepared to act as vessel Captain on any of Kitsap Transit’s ferries in the absence of the regular or back-up Captain.


Perform a wide spectrum of administrative functions and other duties as assigned in support of Kitsap Transit’s ferry program.


This position reports to the Marine Services Director.


Salary Range: The range for this position is $9,647- $12,974 per month, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($9,647). Employees typically progress from Step 1 to Step 2 at six-months from their hire date and annually thereafter with satisfactory job performance. Step increases are based on a seven-step progression in each pay range with each step being approximately 5% higher than the previous step. Kitsap Transit additionally pays longevity pay at 15 years, 20 years and 25 years.

This position participates in the Washington State Public Employees’ Retirement Plan with the option of participating in a state administered deferred compensation plan. Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period. Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.

Hours of Work: Office hours for the Marine Services Department are generally Monday – Friday from 7:00 am – 3:30 pm. Please refer to the Working Conditions/Physical Requirements section of this Job Announcement for additional details.


QUALIFICATIONS: 

Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record. Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities:
• a current Decision-Making Leave or higher in the Safety category
• more than two held customer complaints
• more than four unscheduled absences
• more than two late reports

Education and Experience:
Requires: High school diploma/GED and four years of experience as a Master on US Coast Guard certified small passenger vessels. Desired: A Bachelor’s degree in marine transportation, marine engineering, business or public administration.

Licenses and Certifications:
Applicants must possess the following valid/current credentials/licenses/certifications:
• Transportation Workers Identification Credential (TWIC) issued by the Transportation Security Administration (TSA) within thirty days of hire
• Current U.S. Coast Guard issued License as a 100-Ton Master or above or equivalent as set forth in 46 CFR 15.901
• Current U.S. Coast Guard issued Medical Certificate
• FCC Radio Operator License
• Current First Aid and CPR training certifications
• Washington State Driver’s License within thirty days of hire.
