Acquisition Manager III
IMSolutions is looking for an Acquisition Manager III to support our client the NIH Information Technology Acquisition and Assessment Center (NITAAC) in Rockville, MD.
As an Acquisition Manager III, you will be responsible for product selection, acquisition planning, system design, grants and fiscal management, security, and other operational and analytical disciplines to include reliability, maintainability, and life cycle cost management. To be successful you will have past experience with client operations, policy and regulatory matters, professions such as accounting, billing, and Human Resources Management (HRM); as well as advise on or provide input to narrowly focused studies concerning IT and topics relating to IT projects affecting regulations and policies.

What You Will Do:
- Provide expertise and guidance for federal acquisitions in subject matter areas of specialized knowledge.
- Assist client in developing statements of work, statement of objectives and performance work statement, and procurement strategy.
- Develop evaluation plans, pricing methodologies, and major administrative plans.
- Develop and recommend streamlining initiatives using innovative techniques where appropriate, to improve procurement operations and customer service.
- Prepare draft of protest and termination case documents for review and approval by the Contracting Officer.
- Coordinate and manage the preparation of analysis and evaluations.
- Provide recommendations for proper implementation of programs and systems specifications in the following specialties: business process re-engineering, workflow, and process automation, process improvement, quality control and management, information systems architecture, automation, communications protocols, risk management/electronic analysis, software, life cycle management, development methodologies, modeling, and simulation projects.
- Rely on experience and judgment to plan and accomplish goals.
What We Are Looking For:
- Bachelor's degree from a college or university accredited by an agency recognized by the U.S. Department of Education.
- 10 years of experience performing relevant actions specific to federal acquisitions with relevant leadership experience within the last 2 years.
- Specialized knowledge of federal acquisitions, budgetary, contracting laws and principles, and federal regulations.
- Extensive knowledge of cost/price analysis to evaluate price and cost as they relate to travel, direct labor, overhead, transportation, and indirect costs.
- CFCM or CPCM or FAC-C, DAWIAII Certifications.
- S. Citizen or Foreign National with a work permit and residing in the U.S. for three or more years.
- Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, and education, as well as your financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on your application. The process can also be long (100+ days).
- Experience in implementing process improvement initiatives within organizations.

- Strong analytical skills that allow you to gather, analyze, and present data.
- Proficiency in protest procedures to document, coordinate and formulate information for review by the client and legal counsel for the case.
- In-depth knowledge of a wide range of federal procurement methods and practices including special or unusual provisions, terms, and conditions.
- Strong verbal and written collaborative skills ensuring a more knowledgeable and engaged team/workforce.
- Positive professional attitude - demonstrating an ultimate desire to fulfill organizational objectives by providing a positive customer experience.

Compensation is dependent upon qualifications and will be between $75,000 to 85,000.
