DIRECTOR OF MAINTENANCE
The Housing Authority of the City of Wilmington, North Carolina is accepting applications for the Director of Maintenance position. General Statement of the Position:
Performs a wide variety of tasks involving maintenance of all Housing Authority City of Wilmington dwelling and non-dwelling facilities, grounds, storage areas and automotive equipment and fixtures. The duties listed below illustrate the various types of work that may be performed. This position is responsible for managing the operations of the department. Plans, directs, and supervises daily activities of maintenance and establishes objectives and priorities for the department. Provide guidance and assistance to employees as needed to perform assigned work.
This is an exempt position and reports to the Senior Vice President/Chief Operations Officer.
Duties and Responsibilities:
- Leads by example and serves as a role model for the standards and behaviors consistent with the core values and culture of the company.
- Responsible for the efficient and effective day-to-day operations of the Maintenance Department.
- Gives assignments to maintenance personnel, specifying priorities, deadlines, and objectives. Assignments to staff will include what is to be done, deadlines, quality, quantity, and priority.
- Oversees the work of maintenance staff, providing functional supervision to supervisors and maintenance staff, including assigning, planning, and reviewing work, evaluating work, performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
- Plans, organizes, schedules, and implements programs for all types of maintenance and establishes objectives and priorities.
- Reviews and performs quality control checks on maintenance, inventory and supply processes, budgets, and work order completion.
- Maintains preventative maintenance and other programs to ensure proper completion of maintenance tasks.
- Manages HVAC, electrical, plumbing, and other maintenance project operations to ensure efficiency and effectiveness; provides technical assistance to staff in completing HVAC, electrical, and other maintenance projects.
- Participates in the development of scopes of work, requests for proposals (RFP’s), invitations for bids (IFB’s), requests for quotation (RFQ’s), or indefinite-delivery, indefinite-quantity (IDQ) proposals.
- Meets with contractors, vendors, suppliers, or other individuals regarding property needs.
- Responds to emergency maintenance requests.
- The incumbent also leads the work order and fleet operations, and is responsible for overseeing maintenance training, reviewing, and providing technical guidance on assignments.
- Any other duties and responsibilities to accomplish the mission of this position and the mission of the company and its affiliates.
Knowledge, Skills, and Abilities:

SKILLS (position requirements at entry): Skill in: • Supervising staff; • Inspecting maintenance work; • Overseeing daily operations; • Maintaining program operations; • Providing technical assistance to staff; • Assigning staff work; • Performing various maintenance tasks; • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and others sufficient to exchange or convey information.
Independent Judgment/Decision Making/Problem Solving: Performs duties within scope of general authority policies procedures, and objectives. Analyzes problems and performs need assessments. Uses judgment in adapting broad guidelines to achieve desired results. Regular exercise of independent judgment within accepted practices. Makes recommendations that affect policies, procedures, and practices. Refers exceptions to policy and procedures to the supervisor.
Education, Experience and Licenses:
An Associate Degree on Construction Management, Engineering, or Industrial Arts or related program. Five years’ experience in construction, contracting or maintenance Two years or more or managerial or supervisory experience in maintenance construction or contracting, or an equivalent combination of education and experience.
The following Certifications must be obtained within one year of employment:
- Fair Housing
- Uniform Physical Condition Standards (UPCS)
