POSITION GOAL

The position is responsible for administering HACAP’s Human Resources Department, ensuring that is consistent with the agency’s mission, vision, and values, and complies with federal, state, and individual program regulations and laws. The primary responsibilities of HACAP’s Human Resource Department include hiring dynamic team members, retention strategies to keep team members employed, benefit administration, and overall HR functions.

 

SCHEDULE AND WAGE

Monday - Friday 8:00 am-5:00 pm; $34.88 - $38.47 hourly depending upon education and experience

*This position is eligible for a $1200 retention incentive after successfully completing 180 days of employment.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Provides guidance to the Executive Leadership Team on the development of human resources policies and procedures to meet organizational needs and comply with state and federal laws.
  2. Provides guidance on human resource issues to the Executive Leadership Team on a broad range of complex or new personnel issues or situations that may have an impact on the agency such as discrimination or harassment complaints and other employment liability issues, consults, and advice on labor relation issues and agency risk mitigation.
  3. Plans, directs, implements, and oversees human resources activities such as employment, compensation, benefits, performance tracking, compliance, employee relations, and communications.
  4. Directs the development and maintenance of human resources information systems to ensure record keeping and reporting requirements are accurate and timely.
  5. Provides guidelines and oversees the management of human resources activities such as recruitment, benefits and sign-up, employee relations, and problem-solving requiring senior management intervention.
  6. Oversees research of local market rates for positions to assess the relationship to the organization compensation plan, recommending to the CEO/Executive Leadership Team if and where pay adjustments should be made.
  7. Oversee Worker’s Compensation Program including loss prevention, employee accident reporting, and employer reporting.
  8. Oversee FMLA and Short Term Disability process including processing and tracking of documents along with communicating updates to those involved.
  9. Assists in negotiating collective bargaining agreements.
  10. Facilitate the development and implementation of onboarding and orientation tools.
  11. Conducts regularly scheduled meetings with human resources staff to exchange information, provide ongoing support/guidance and problem resolution.
  12. Analyzes trends at each location in turnover, hiring, promotions, separations, and grievances to determine support or action needed to adjust unfavorable trends.
  13. Supervise, direct, and oversee the functions of the HR Coordinator.
  14. Collaborate and support the Johnson County/DEI Director on DEI initiatives
  15. Ensures that human resources-related training is provided as appropriate to HACAP team members. 
  16. Communicate human resource information with HACAP team members as needed.
  17. Stay current on employment/labor practices.
  18. Other duties as assigned.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  1. Bachelor's degree in Human Resources or related field
  2. 5+ years of Human Resources experience, including at a management level
  3. Non-profit experience preferred
  4. SHRM Certification preferred
  5. Experience using UKG or other Human Resource Information System (HRIS) software.
