The person in this position is responsible for using best management practices in the maintenance and care of city infrastructure, facilities and in the delivery of services which are under the control of the Public Works Department.  The work is characterized by the exercise of independent judgment and discretion in supervising the activities of large numbers of workers with varied skill levels. Under general supervision, positions at this level report to the Public Works Operations Manager.


  • Assumes the responsibilities of the Public Works Operations Manager in their absence.
  • Work closely with crew leaders to manage and coordinate daily operations of assigned organizational units and staff. Establish work priorities and standards and coordinate overall scheduling and allocation of resources. Review project results and determine effectiveness of work procedures, assignments and schedules.
  • Recommend and implement new procedures, policies and standards for better utilization of equipment and employees. Review safety procedures and implement changes as necessary. Oversee the development and implementation of safety training.
  • Perform long and short range planning. Prepare budgetary requests and justification. Represent the department before the Public Works Committee & Common Council, as necessary. Participate in the general development and implementation of overall departmental policies, procedures, and operating practices for the department.
  • Hire, train, assign, evaluate and discipline assigned workers, both directly or through subordinate supervisors. Respond or assist subordinate supervisors in responding to employee grievances and concerns.
  • Respond to and investigate complaints by the public or internal customers regarding the workforce.
  • Manage field operations relating to street cleaning, street repair, snow and ice removal and control, stormwater maintenance, and weed control. Manage and coordinate activities of private contractors hired by the department.
  • Respond to all major snow plow events. Participate in rotation with Public Works staff on an additional on-call status for snow events.
  • Oversee City Recycling Center operations, personnel, complaints, compliance, vendor/contractor relations and contracts, removal and disposal issues and facility maintenance.
  • Manage related office staff and functions. Coordinate field records and cost data information. Requisition materials and supplies as needed. Manage the utilization and maintenance of vehicles, facilities and stores inventory.
  • Directly supervise field operations and/or respond to emergencies as necessary.
  • Coordinate maintenance and repair on department vehicles and equipment with the Public Works Fleet Maintenance Division.
  • Oversee the inventory, prioritization and repairs and replacement of infrastructure including sidewalks, curb and gutter, street maintenance, bike paths, traffic signals and signs and storm water facilities.


  • Considerable knowledge of the materials, methods, techniques, and equipment commonly used in public works maintenance; and construction and maintenance of roads and streets, refuse and recycling collection, and storm water management.
  • Knowledge of the principles and practices of safety. Good knowledge regarding efficient use of tools, equipment, and vehicles used in public works maintenance and repair.
  • Knowledge of the principles and practices of effective supervision including planning, scheduling, selecting, developing, motivating, evaluating and effectively directing the work of subordinate groups.
  • Considerable skill in establishing and maintaining effective relationships with supervisors, subordinates, other employees, and the public.
  • Skill in understanding and following oral and written instructions including engineering drawings.
  • Skill in use of computer equipment and software programs.
  • Must acquire a State of Wisconsin Commercial Applicator's Registration for the application of chemicals.
  • Must possess a valid Wisconsin Driver's License and ability to obtain a Commercial Driver's License within 6 months of employment, with employer sponsored training.
  • An associates or bachelor’s degree is preferred, but not required


  • Maintain positive and effective relationships with contractors, salespeople, and other City employees.
  • Responsible for regular safety inspections.
  • Meets with representatives from other City departments and/or residents to discuss and resolve various issues and problems relating to Public Works and Storm Water.
  • Contribute to and model a positive and supportive work culture.
  • Coach and empower staff at all levels of the department to, problem solve, come up with new ideas to improve department operations, and seek out further professional development.
