Management Analyst
Under general direction of the Chief of Staff, the Management Analyst performs a wide variety of complex and diverse professional and technical administrative duties in support of all areas of municipal management. Works closely with the City Administrator on special projects and policy development of organizational wide significance.
Essential Job Functions
Special Projects 60%
- Gathers information and assists in the preparation of reports, surveys, studies, and the department budget.
- Serve as project manager or facilitator on cross-departmental and/or citywide projects, including planning, coordinating, implementing, and evaluating a particular problem.
- Leads administration of the City’s high performance and process improvement work and development of performance metrics.
- Works closely with department and division heads on routine matters, special projects, committees, and citizen inquiries. Includes efforts to advance departmental goals and priorities.
- Monitors and evaluates assigned programs and projects, sets deadlines, analyzes issues, and provides recommendations.
- Conducts research and performs complex data analysis. Develops processes and makes recommendations regarding organizational and departmental process improvements.
Office Coordination 40%
- Supports key activities of the office in the areas of communications, diversity, equity, and inclusion, performance management, and sustainability.
- Drafts correspondence, reports, and other information often of a confidential nature for the City Administrator’s Office.
- Prepares various Committee of the Whole and Council reports and presentations. Drafts resolutions for Committee of the Whole and Council Meetings.
- Responds to requests for information and assistance from the general public, outside agencies, elected officials, and staff.
- Attends Department Head meetings and Executive Leadership Team meetings.
- Work with department to complete general office tasks and responsibilities.
- Manages website content as assigned.
Other Job Functions:
- May represent the Office at a variety of meetings and initiatives.
- May present items to support policy making decisions to various boards, committees, and commissions.
- Attends city meetings as requested.
Requirements of Work
Degree in Public Administration, Business Administration or related field, or an equivalent combination of education and experience. A Master's degree (or one that is near completion), or considering higher education after work experience preferred.
- Ability to work independently with a high degree of initiative.
- Ability to establish and maintain effective working relationships with diverse populations at all levels of the organization, elected officials, community groups, vendors/client representatives/peers and the public, and ability to relate effectively with people of varied academic, cultural, and socio-economic backgrounds.
- Ability to analyze and recommend solutions to management issues and organizational problems.
- Ability to communicate clearly and effectively, both verbally and in writing.
- Ability to develop and implement innovations towards improving the department and organization’s operations and delivery of services.
- Ability to maintain strict confidentiality and discretion within the provisions of open records laws and other applicable state and federal statutes and regulations; possess a high level of integrity.
- Advanced experience with MS Office applications.
Special Requirements:
- Knowledge of the structure, functions and operations of municipal government public works is desirable.
Work Conditions & Physical Requirements:
- Work is performed under general office conditions. Occasional work may be performed outdoors or out of the office, and may require minimal physical activity.
- Hours may include meetings before/after hours and some events on weekends and may occasionally exceed normally scheduled working hours.
- Some travel may be occasionally required.
