Contract and Procurement Specialist
The City of College Park seeks an experienced Contract and Procurement Specialist to work independently, and in conjunction with the City Attorney and staff, to manage, supervise, perform, and develop procedures for professional work involving the procurement of supplies, and services, including construction, using formal City and CDBG advertising or negotiation procedures; the evaluation of contract price proposals; and the administration, and close out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting, and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. This position will report to the Director of Finance.
This position requires the ability to:
- Draft contractual agreements based on City approved forms and guidelines, subject to guidance from the City Attorney.
- Work with City staff to identify City needs and develop accurate scopes of work and timelines.
- Work closely with the City Attorney in drafting requests for proposals and contracts and in negotiating final contracts, to ensure that the terms are written in language that is effective, legally binding, and in the City's best interests.
- Check references prior to the award of contracts and assist with evaluating bidders.
- Assist with compiling contract documents and exhibits.
- Assist with managing vendors, consultants, and contractors in the fulfillment of the terms of contracts and in meeting agreed timelines.
- Work with the City Attorney when termination of contracts is required.
- Verify compliance of contract documents with City policies and applicable federal and state regulations.
- Confirm that initial and continuing insurance coverage requirements are met.
- Confirm that the deliverables under City contracts are received as agreed.
- Explain contract terminology to staff and other interested parties in layman's terms
- Develop schedules of completion to submit drafts and documents in a timely manner
- Proofread, edit, and fact-check contract documents for accuracy and consistency, * Follow guidance from the City Attorney to ensure the content is legally and grammatically correct, and in proper and businesslike form, style, and punctuation.
- Communicate effectively, verbally and in writing, with the public, coworkers, the City Attorney, and the Mayor and City Council.
The selected candidate must have:
- A bachelor's degree in business, public administration, or a closely related field
- Requires five years of verifiable contract management experience.
Although not required, preference will be given to candidates who have Certified Professional Contract Manager (CPCM) or Certified Commercial Contracts Manager (CCCM).
The City of College Park requires all new employees to be fully vaccinated against COVID-19 (proof of vaccination is required before the first day of employment).
